Dr. Foster is administrator of the seed certification program for the state of South Dakota. In addition, he serves as Executive Director of the South Dakota Crop Improvement Association (SDCIA). He also serves as a Director for the Association of Official Seed Certifying Agencies (AOSCA), which is an international association for seed certification. He also serves as the secretary of the State Seed Certification Board.
