"The OECD Schemes for the Movement of Seed in International Trade" are governed
by the Organization for Economic Cooperation and Development (OECD), whose offices are in
Paris, France. Only central governments are members of OECD. The U.S. Department of Agriculture's, Agriculture Research Service USDA/ARS represents the U.S.
government and has designated the Association of Official Seed Certifying Agencies
(AOSCA)
as the Certifying Authority for the USA.
The official seed certification agencies in the U.S. that wish to certify seed under OECD
programs must be recognized by the USDA/ARS and sign a memorandum of understanding.
SDCIA is the designated authority for OECD certification in South Dakota. Please
